Why don't you call it without 'Great'?
With the word it already sounds like 'we need it for a political reason'.
If this project was done rapidly, it would be worse than diging a ditch.

전 '환경 친화적 개발' 이라는 말도 웃겨요.
가만 놔두는것보다 손을대서 더 좋게 만들기가 어디 쉽나요.
그런 모순적인 말들이 주변에 많은 것 같은데 당장 떠오르질 않는다 orz..
